Jessica Weishaar, 43, of Algona, was shot outside the Security State Bank in LuVene, a town in southern Kossuth County. Authorities said Weishaar had multiple gunshot wounds and died at the scene.
Valentino Williams, 35, of Coralville, was charged with first-degree murder and robbery after he was seen on surveillance video shooting the gun several times before fleeing the scene.
About an hour later, authorities pulled Williams over on Interstate 35 in a vehicle that matched witness descriptions at the shooting.
Williams was on parole after serving a sentence from 2010 for a robbery conviction in Johnson County. In 2017, he was granted work release to a Coralville halfway house and was granted parole the following year. His parole was set to continue until 2023.
Williams allegedly rented a Mazda CX-5 in Iowa City Monday, and was scheduled to return it Thursday.
Weishaar was an employee of the bank.
